2007 Performance Survey Results

CCS is committed to providing quality services to residents of Crawford County, and to a continuous improvement in the management and delivery of our services. Specifically, the agency strives to provide mental health and substance abuse treatment services that are effective, efficient, accessible, and that meet the needs of consumers. Therefore, the agency establishes outcomes that measure our performance.

The following summarizes the outcomes by the agency for the past year.

1. The agency seeks to minimize the time from the initial request for services to the first appointment date. During FY 07, sixty-seven percent were seen within seven days, and 92% were seen within 30 days. When consumers needed to see a psychiatrist to evaluate the need for medication, 30% were seen by a doctor within 7 days, and 95% were seen within 35 days.

2. The results of the Outcome Scales provided by the Ohio Department of Health clearly indicate that adult recipients of both, mental health and substance abuse treatment services, experienced positive improvements in "quality of life, symptom distress, functioning, and empowerment," Likewise, the youth served by our agency showed positive improvements in "symptom distress and functioning."

3. Based on a survey of active consumers, and consumers who are no longer receiving services, there is a remarkable consumer satisfaction with our services. For example, 92% reported that they would recommend their counselor to a friend; 92% would recommend the agency; 94% described the clerical staff as courteous and helpful; 85% were satisfied with their fee plan; 76% felt that their problems improved because of the services they received, and 93% were satisfied overall with the services provided to them.

4. When psychiatric hospitalization becomes necessary, the agency works to support the persons' stability following their discharge. During FY 07, sixty-six consumers required hospitalization, and only two persons required re-hospitalization within 30 days. Therefore, 97% remained stabilized. Both persons who required re-hospitalization resisted ongoing involvement with the agency.

5. The Family Preservation Program is an intensive program designed to help families with high-risk youth to improve their functioning and to remain intact. Results from a pre-program survey and a follow-up survey indicated that 80% of the parents felt that their children's behavior, symptoms, and problem severity had improved. Additionally, 97% of the families experienced no placement of children outside of the home; i.e. they remained intact as a family. Of the families who received FPP assistance, 100% reported that they would recommend the program to a friend; 40% reported that the program was of "significant help," and 60% noted that FPP was "some help."

6. The Crisis Intervention Program at CCS Inc. provides emergency responses for mental health and substance abuse situations 24 hours-a-day, seven days-a-week. During FY 07, the agency responded to 476 requests for crisis intervention. Of these people, 85% were stabilized without hospitalization. After receiving crisis intervention services, 144 persons were referred to CCS for follow-up, out-patient services, and 69% followed through with the referral. This high percentage of follow-through for persons without an established relationship with the agency indicates that the emergency staff are doing well with "connecting" the consumers to the help they need.

7. The agency's response to the 476 requests for Crisis Intervention was also phenomenal: the staff responded to 81% of these requests within one hour, and the average response time was 37 minutes.
